Is this Terrace lake-jumper the coldest Winter Challenge?

Winter Challenge 2014. The idea is to jump into a cold lake or river, dunk your head all the way under. When you emerge you must then challenge others and they have 24 hours to do the same. Captain Quinn found really cold water under about 18 inches of ice!
